Frank Borden served as the reeve of Saanich for two years — the job that today is known as mayor. Borden was born in Kings County, Nova Scotia, and lived in Saanich for about 40 years. He grew fruit on his farm in the Lake Hill district. Borden served as a councillor from 1910 to 1915, and as reeve in 1916 and 1917. His son Fred also served as a Saanich councillor. The family name is still prominent in Saanich, thanks to Borden Mercantile.
